Shooting at WestFest Leaves Tragic Toll: 16-Year-Old Charged with Aggravated Murder and Multiple Felonies

West Valley City, Utah — A 16-year-old has been charged with multiple counts of aggravated murder after a shooting at WestFest that left three individuals dead and several others injured. Salt Lake County Attorney Sim Gill announced the charges on Friday, emphasizing the grave nature of the incident that unfolded Sunday night during the community celebration.

Among the deceased is Fnu Reena, 41, who was in the early stages of pregnancy, and Anderson Garcia Cabrera Jr., an infant just eight months old. In a chilling account, Gill noted that the suspect, identified as Matthiaz Cantre Lauti Ioane-Register, exhibited a lack of remorse when confronted by officers about the fatalities, particularly laughing after being informed he had shot the 18-year-old Hassan Lugundi.

The charges are being filed in Utah’s 3rd District Court as prosecutors chose to treat Ioane-Register as an adult, a decision that reflects the seriousness of the alleged crimes. His record includes 13 criminal counts, four of which are for aggravated murder. Utah law stipulates that the charges will not carry the death penalty or life without parole due to the suspect’s age and recent U.S. Supreme Court decisions regarding juvenile sentencing.

Legal documents reveal that video evidence captured the suspect firing at Lugundi while he was fleeing the scene. The gunfire continued even after Lugundi fell to the ground, with shots fired in the direction of others present, including the pregnant Reena and her infant in a stroller. Gill described the tragic scene, noting that the infant was a twin sitting beside his brother when the gunfire erupted.

Witnesses report that the shooting was especially shocking for such a festive occasion, raising concerns about community safety. The incident also injured two other teenagers and a pregnant woman attempting to escape through a fence during the chaos.

Gill further explained that the suspect has ties to a local gang engaged in rival conflicts, suggesting that the shooting may be a result of gang-related tensions. According to charging documents, Ioane-Register acknowledged his intent to hit a target while denying responsibility for shooting the baby.

As investigation continues, authorities have revealed that the firearm used in the attack was a 9mm pistol, stolen in Louisiana. Despite Ioane-Register’s claims of finding the weapon after the sound of gunfire, the implications of possessing and using a stolen firearm are also part of the legal case against him.

Gill characterized the event as an anomaly in terms of violent crime in the area, highlighting the significant emotional toll on the community. The loss of three lives during a family-oriented festival has raised heightened awareness of gang violence and its broader implications on public safety.

As the legal proceedings move forward, the case serves as a stark reminder of the urgent need for community engagement and intervention strategies to address the factors contributing to youth violence.
