Teens Charged After Disturbing E-Bike Assault Leaves Man Unconscious in Hermosa Beach

Hermosa Beach, California — Two teenagers have been charged in connection with a violent attack on a 57-year-old man near Hermosa Beach Pier, which was captured by surveillance cameras. The incident, described by local law enforcement as alarming, occurred on November 21, when the victim was ambushed by a group of boys on e-bikes.

Police Chief Landon Phillips made the announcement regarding the charges during a city council meeting on Tuesday, but specifics about the allegations were withheld due to the suspects’ juvenile status. The two boys, who were arrested on November 26, are believed to be the principal aggressors in the assault and spent Thanksgiving at Los Padrinos Juvenile Hall.

The Police Department has identified five boys between the ages of 13 and 15 who participated in the attack, which is still under investigation. Phillips indicated that further inquiries are underway and that the case will be forwarded to the district attorney’s office once all interviews are completed. This step may lead to additional charges against other involved parties.

Students from Manhattan Beach Middle School have been confirmed to be among those involved in the incident, according to Principal Matthew Horvath. The attack has created a climate of concern within the affluent community, prompting many residents to demand accountability for the actions displayed in the footage, which shows the group repeatedly kicking and punching the victim after knocking him to the ground.

The victim was transported to a local hospital, where he is currently recovering from his injuries. Phillips expressed gratitude to the community, acknowledging their assistance in providing crucial video evidence that has been vital in advancing the investigation. “Our detectives prioritized this case above all else, adjusting their schedules to ensure a thorough investigation,” he noted.

The unsettling nature of the crime has amplified ongoing discussions within the community regarding the conduct of young people on e-bikes. Last June, the Hermosa Beach City Council enacted emergency regulations to address issues such as vandalism and reckless behavior among juvenile riders. This ordinance grants police the authority to impound e-bikes operated unsafely by minors.

Following the attack, the Hermosa Beach Police Department plans to intensify its presence and enforcement measures specifically targeting e-bike usage in downtown areas and along the Strand. Phillips emphasized the department’s commitment to ensuring public safety and restoring community trust in law enforcement following the incident.
