Chehalis, Washington – A 17-year-old inmate at Green Hill School in Chehalis, Washington has been charged as an adult in Lewis County Superior Court for a violent assault on a female staff member. The incident, which occurred on June 13, involved the inmate stealing the staff member’s keys, striking her multiple times, causing substantial bodily harm, and later attacking another staff member and an intervening inmate.
The inmate, identified as Dezmen Michael Belgarde, faced charges including six counts of custodial assault, first-degree attempted robbery, second-degree assault, and intimidating a public servant. Court documents revealed that Belgarde had grabbed the female staff member’s buttocks and later threatened her to avoid being reported for his actions. The altercation escalated when Belgarde refused to comply with orders, leading to a physical confrontation where he assaulted the female staff member, prompting intervention from another inmate and staff member.
In a separate incident on the same day, Belgarde allegedly attacked staff members who were moving him to a different location within the facility. Despite being restrained, Belgarde continued to behave aggressively, resulting in a further altercation where he threw a bottle of urine at staff members. The ongoing pattern of violence led to additional charges being filed against Belgarde.
The attack at Green Hill School raised concerns about safety and overcrowding within the facility. The Washington state Department of Children, Youth and Families (DCYF) made the decision to transfer 43 adult offenders out of Green Hill School and temporarily halt new admissions due to growing safety issues. The current population at Green Hill School exceeded the recommended capacity, creating challenges for both residents and staff.
Allison Krutsinger, the director of public affairs for DCYF, acknowledged the difficulties faced at Green Hill School, stating that the recent transfers were intended to alleviate some of the immediate concerns and provide a safer environment for residents and staff. Overcrowding has been linked to an increase in criminal activities at the facility, prompting calls for further investigations and improvements. State officials have emphasized the importance of creating a safe and rehabilitative environment for all individuals at Green Hill School.
