PALM COAST, FL – A Florida father has been arrested after his toddler was found wandering alone in the middle of a street, prompting a swift response from concerned neighbors and local authorities. The incident unfolded on a quiet Sunday morning when neighbors on Collins Lane noticed the 2-year-old boy alone, in a soiled diaper, navigating traffic with no adult in sight.
The worried residents, after ensuring the child’s immediate safety, contacted the Flagler County Sheriff’s Office around 9 a.m. Their attentiveness was crucial as cars had stopped to avoid the boy, who, according to witnesses, pointed in the direction of his home when approached.
Upon investigating, a neighbor found the house’s front door open. Inside, the child’s father, 44-year-old Ross Edward Judy, lay asleep, unaware of the unfolding situation. After being awakened, Judy emerged, collected his unharmed son, and responded by closing the door when deputies arrived. Observations from the scene described the child’s diaper as “very soiled.”
The exterior of the residence was described as hazardous and littered with various debris, including trash, tools, and discarded electrical wiring. Alarmingly, a chainsaw was spotted by the entrance. Despite the disarray outside, the condition inside the home was reportedly far worse, with law enforcement permitted to gain entry for inspection.
Inside, deputies encountered a scene of neglect. Floors and surfaces were reportedly covered in feces and trash, alongside numerous empty alcohol containers. The bathroom facilities were deemed unusable, overwhelmed by filth, and the kitchen sink was obscured by cigarette ash. Authorities also discovered potentially dangerous items, such as pill bottles, razors, and needles, within reach of the child. The boy’s room contained a crib amidst scattered, soiled diapers.
The issues did not end with the child. A large dog suffering from severe neglect was found confined in a cage. Its poor state of health was evident, with deputies documenting a significant ear infection, fur loss, and urine stains.
Judy now faces charges of felony child neglect without bodily harm and animal abandonment. He remains detained at the Flagler County Jail under a $4,000 bond, while his son has been placed in the care of his grandparents, ensuring the child’s immediate safety and well-being.
Flagler County Sheriff Rick Staly lauded the proactive community efforts in a statement. “No child should be living in deplorable conditions with an adult who obviously doesn’t care about their well-being,” he said. Staly praised the vigilance of residents, emphasizing the importance of community involvement in such critical situations.
